JUDICIARY UPBEAT UPON LAUNCH OF THE ELECTRONIC COURT CASE MANAGEMENT INFORMATION SYSTEM (ECCMIS)

Chief Justice Alfonse Owiny-Dollo calls on Court Users to Embrace ICT as Judiciary Launches Electronic Court Case Management Information System


Chief Justice Alfonse Owiny-Dollo has called upon all Ugandans, especially the Court users, to familiarize themselves with the use of modern Information Communication Technology (ICT) in their day to day operations to keep pace with the electronic case management dynamics.

Dollo made the call on Tuesday while launching the Electronic Court Case Management Information System (ECCMIS), a new digital system which will be used by Advocates and all other court users to file and follow up cases from wherever they are.

"Court users must familiarize themselves with this ICT in order to deliver meaningful justice services. This goes to all court users, judicial officers, court registry staff, self-representing litigants and law enforcement officers," Dollo advised.


The new system, he said, is aimed at promoting timely dispensation of justice, access to justice, timely dispensation of disputes and timely entering of information in court system.


At the same event, Court of Appeal Justices and the Chairperson ECCMIS Steering Committee noted that this system will assist them in reducing the time wasted by court users coming to Court Registries, save the resources spent travelling to Court and at the same time reduce corruption since there will be less physical interactions with and between Court Users.

The users will have limited access to information in the system for data protection and it will bring an end to lost files.


"It's able to generate reports necessary for decision making, it has a couple of modules like online case filing and data entry, it can easily integrate with other stakeholders in Justice Law and Order Sector like the DPP, Prisons and Uganda Police," Judiciary stated.


Dollo further asked the judiciary top management to ensure that at least they migrate and maintain the electronic data register so that they can reduce on the risks which come with the other old system (Manual Register).


Joseph Ssenabulya, the Senior ICT Officer for the Judiciary, said that they are more than ready to roll out the ECCMIS and ensure that it serves its intended purpose on the side of judicial officers and court users.


"We shall have kiosks in all the pilot courts where ECCMIS is going to be deployed. In these kiosks, we shall be having staff ready to help all those that can register cases on their own to be assisted so as to benefit from the system at no cost," Ssenabulya said.


He added that to ensure individuals don't lose contact with their case files, they will be provided with a number which they will be using to follow up on their cases.


Chief Justice Dollo registered the first case in the system, High Court case number 124 of 2022, Seroma Limited Vs China Railway.


The first batch of Courts to use the system are: Supreme Court, Court of Appeal, Anti-Corruption Court, Civil Division, Commercial Division, Land Division as well as the Mengo Chief Magistrates Court.
